Electoral Fraud In Mexico 2012 / News from Mexico

MEXICO: Thousands claim the winner of the presidential election "bought" his way to victory by handing out gift cards and paying favorable media coverage. Accusations of vote-buying began surfacing in June, but sharpened in July when people rushed to grocery stores on the outskirts of Mexico City to redeem gift cards worth about $7.50. Many said they got the cards from PRI supporters before the elections.

How to explain the electoral fraud in Mexico? Mexico is among the most corrupted countries according to Transparency International it is on 100 place out of 183 countries.

International Question: What would happen if in the USA or France in a presidential election, 3000 gift cards were delivered to actually buy votes for a particular candidate?
